I am writing this review due to a couple of reasons.</p>
<p>First of all I think Noah Grassi is an extraordinary agent who  really put my interest first while helping me purchasing my home. I want  to share this with people I know and people I don&#8217;t know. Before I were  introduced to Noah I had bad experiences with some agents who failed to  put my interest at heart and was lack of professionalism. Noah is  different. He is trustworthy because he always delivered what he had  promised. He took time to explain to me things I need to know and very  patiently answered each of my questions. He is very knowledgeable in his  field and I can count on him to handle every step of the process. He  always responded my calls and e-mails as soon as possible which made me  feel that I were his center of attention. The very quality that makes  him an outstanding agent is his integrity besides his negotiation  skills. Before I made the offer I told him what I were willing to pay.  Noah did not write the offer based on my &#8216;willing to pay&#8217; price.  He tried to negotiate for me the lowest price possible so in the end I  were offered a price $15,000 lower than my &#8216;willing to pay&#8217;  price!</p>
<p>Secondly  I think Noah goes above and beyond in his profession and I want to  thank him for what he did in helping me in the home remodeling process.  Before the final loan closure I started to invite different contractors  to estimate the costs of improving the home. Because I had to work and I  don&#8217;t have access to the property myself I had to ask Noah to be the  contact person for the contractors to enter the home and do all the  assessment. Noah was very generous with his time though he was very busy  already. He opened the door for the contractors, patiently waited them  to do all the assessment and answered me questions. After I got the key  for the home. Noah continued to help me on the home improvement project.  He is definitely a trusted friend to his buyer while he is a serious  professional.</p>
<p>Thirdly I write this review because I want more people to have  chance to know Noah and benefit from his professional help. Because he  is an extraordinary agent!</td>

<p><strong><span style="text-decoration: underline;">State of the Housing Market:</span></strong></p>
<p><strong>Buyer side</strong>: in a normal market, a good economy is creating jobs and giving the currently employed confidence in future income. This in turn feeds the first time home buyers and the move-up market (those that own but want something larger, newer, nicer, etc.). The move-up market eventually feeds into the luxury market. Think of it as sunlight that feeds the plant, the deer eats the plant and the bear eats the dear- or whatever hierarchy works for you. Problem is the current housing market has very little sunlight. Low interest rates and a low point in housing prices are a great catalyst for the market, but the influx of new buyers that a normal economy creates is non-existent.</p>
<p><strong>Seller side</strong>: still dominated by distress and post-distress sellers: short sales (pre-foreclosure), REO or bank owned homes and investor owned properties (purchased at auction, fixed up and flipped). This accounts for well over 50% of the homes being closed. There is a large segment of the seller market that is on &#8220;stand-by&#8221;. Their plans have been delayed, their equity lowered or lost, but they are still hanging in there. This is the interesting element to watch- when the distress is out of the marketplace (estimated at 2-5 years), what influence will this segment of the sellers have on inventory and prices. Something to keep an eye on&#8230;</p>
<p>In the meantime, the action still sits with investors who are pulling cash off the sidelines and snatching up great deals, great rates and solid rents. First time home buyers are still out there and these buyers will be the ones sitting pretty in a few years from now.</p>

<p class="style3">-Starting in October of 2011, San Diego County will be lowered from $697,500 to $546,200 (a decrease of 8.2%).  This means anyone borrowing or refinancing with a loan balance higher than $546,200 will be subject to higher rates and fees.</p>

<p class="style3">-In the middle of June, they were at the lowest point of the year and at a low point for the last 50 years!  This continues to drive buyer activity.</p>

<p class="style3"><strong>Investor Alert! The Perfect Storm has arrived!</strong></p>
<p class="style3">It you aren&#8217;t a real estate investor, you should consider becoming one. If you already own real estate as an investment, you might want to consider adding more.</p>
<p class="style3">Below are some of the factors that are creating the perfect storm for investors in the marketplace:</p>
<p class="style3">-Interest Rates at around 5%&#8230;that&#8217;s cheap money.</p>
<p class="style3">-Housing Prices are entering the 5th downward year.</p>
<p class="style3">-Strong rents, and a demand for rentals, since a large portion of former homeowners are now tenants.</p>
<p class="style3">-Distressed sales- short sales and foreclosures account for more than half the market- there are some real deals out there.</p>
<p class="style3">-Lending- many traditional buyers are having trouble getting financing but investors with good credit, savings, income and assets head to the front of the line.</p>
<p class="style3">-Better investment returns- how is your money market account treating you at a 1% return?</p>
<p class="style3">About 1/3 of my business last year were investors and I expect this year to be more around 50%.  The agents, owners, and investors that I talk with, who have been around long enough to witness the last down-turn, all have the same regret: &#8220;I wish I had bought more&#8221;.  Many of them are even saying the conditions right now are better than the last downturn- interest rates, rents and prices!</p>
<p class="style3">Just to stay un-biased, here is a <a style="color: #0063ce;" href="http://blogs.forbes.com/jamesaltucher/2011/03/21/why-im-never-going-to-own-a-home-again-3/" target="_blank">LINK</a> to a blog from Forbes Magazine about an author turned off by the housing market- he brings up some good points about the negatives of owning property. Homeownership isn&#8217;t for every one, but in my opinion, it is for most.</p>

<p class="style3">We are three-fourths of the way through 2010 and heading into what is typically a slower period of the year for real estate sales. Luckily in San Diego, I don&#8217;t have 6 feet of snow to plow through in order to show a home but priorities do shift for clients as we get into the holiday season. With that said, it has been a year of distress and that trend will continue as the market is dominated by short sales and foreclosures. The silver lining is interest rates- still maintaining below the 4.5% mark with some clients refinancing at even lower levels (lowest rates in 50 years!!!). This has been a great catalyst with first time home buyers and investors but still isn&#8217;t enough to support a rebound in the move-up market and luxury price points.</p>
<p class="style3">Here is some news for buyers since the last newsletter- changes in the FHA loan. This is a very common loan with buyers because it allows for only a 3.5% downpayment. Because there isn&#8217;t a 20% downpayment (considered traditional and safe), borrowers have to pay an upfront fee and monthly fees to off-set the risk of low equity in the home. It is basically an insurance policy for the lender in case the borrower defaults on the loan. The upfront FHA fee charged/financed at closing was 2.25%. But that will now be lowered to 1%. Great news but on the flip side the monthly mortgage insurance fee is going to be increased from .55% to .90%.  For a mortgage amount of $275,000, that is roughly $70 more cost to the buyer per month.  Bad news.</p>

<p><strong>1) Loan Approval- </strong><a style="color: #0063ce;" href="http://dailydeal.signonsandiego.com/" target="_blank"></a>lenders are feeling the backlash of the housing crisis and they are taking it out on new buyers. Most of my clients are shocked at how much detail underwriters (gatekeepers of money) are reviewing their application, the items they are requesting and how long the whole process is taking. My advice- start early, be prepared for a battle and make sure your credit and income are cleaned up!</td>

<p><strong>2) <a style="color: #0063ce;" href="http://livingsocial.com/deals/how_it_works" target="_blank"></a>Competition and Multiple Offers:</strong> a lot of my buyers think they are going to have the upper-hand in the buying process because of all the negative news stories about the housing market and the economy. Despite all the bad news, there are lots of other buyers out there, including many investors, so be ready for competition and most homes having multiple bids on them. I am often shocked about how many all cash buyers there are out there- where is all this money coming from?</td>

<p><strong>3) Homes selling over asking price: </strong> It<br />
is important to note that bank owned homes are often priced BELOW what the bank expects to sell them for in an effort to entice lots of curious buyers in a short period of time and start a bidding war. Many foreclosed homes will actually sell higher than their initially listed price. Same is true for short sales- agents list below market to get an offer in front of the bank and then the bank comes back with higher terms.</td>
</tr>

<p><strong>4) Homes sold &#8220;as is&#8221;- no repairs or credits!</strong>: In a traditional sale, the buyer usually has a chance to do an inspection and then go to the seller with a request for repairs of items they didn&#8217;t know were broken or not working correctly. However in this distressed dominated market, most bank owned homes are sold &#8220;as is&#8221;. You still have a right to do your inspection but not an opportunity to ask for repairs or credits- the bank will say take a hike! With short sales, the seller can&#8217;t contribute funds to the process and usually aren&#8217;t willing to repair anything on a home they are losing.</td>
</tr>

<p><strong>5) Short Sale listings that stop with showings</strong>: It is pretty common that agents/sellers will stop showing a property once they accept an offer on a short sale listing. It can be 2-3+ months for a bank to respond to that offer, so there really isn&#8217;t much need to continue to disturb the owner with showing until you know if the bank will cooperate with a short sale and what their terms will be. It is frustrating for buyers when they see a listing with a great price (see #3 above, that price might not be realistic) and I can&#8217;t get them in to see the home!</td>

<p class="style3">Median sales prices are up big over this same time last year but before you jump into the real estate market, let&#8217;s ask what caused the big upswing?</p>
<p class="style3">The Federal First Time Home Buyer Tax Credit had a contract deadline date of April 30th, 2010. So May saw the closings that resulted from a large number of homes being put under contract in March/April to meet this deadline. I wouldn&#8217;t expect such dramatic increases over last year to continue during the June statistics.</p>
<p class="style3">With that said, it is still a great buying climate:</p>
<p class="style3">1) Interest Rates are extremely low&#8230;many clients are locking 30 year fixed loans with interest rates in the mid to high 4% range&#8230;an awesome rate.</p>
<p class="style3">2) The California State Tax credit is still around but funds are running low.  This applies to both first time home buyers purchasing re-sale and new homes, as well as move-up buyers, buying brand new homes only.  Up to $10,000 will be paid out over 3 years.  The funds for the first time home buyers ($100 million set aside by the CA government) are set to potentially be fully used up<br />
by next month.</p>
<p class="style3">3) Check the graph below&#8230;there are signs that the worst point in the market might be behind us.</p>
<p class="style3">4) Inventory is strong, the sun is shining (as soon as June Gloom ends) and I am ready to help!</p>

			<content:encoded><![CDATA[<p>With the Federal Tax Credit of $8k expired and no signs of a new one, California buyers have one last chance to cash in on a buying bonus.  The $10,000 being offered by California for first time buyers is capped at $100 million.  Repeat buyers and first time buyers of new homes also has another $100 million set aside.  Both credits are scheduled to expire at the end of the year or when the funds are all used.  So how many buyers will $200 million cover in this market?</p>
<p>20,000 qualifying buyers&#8230;but the real question is how long will it take for 20,000 buyers to pass through the purchasing process?  The industry has seen numerous buyers delay closings to take advantage of these tax credits.  So we should see a higher amount of buyers concentrated in a shorter period of time.</p>
<p>Below is some data from the California Franchise Tax Board about the remaining amount left for the first time home buyer tax credit (not the one to do with new homes bought by repeat buyers or first timers):</p>
<p>Estimated applications received for First-Time Buyer Credit as of 05/13/10 (Updated 05/13/10)</p>
<p>The figures shown below are only estimates, based on small samples. The numbers are overstated as there will be duplicate, revised, and invalid applications included as we have not verified any of the applications. These estimates are only provided to give a general idea of the number of applications received and the amount requested for the First-Time Buyer Credit. We are showing 57% of the estimated requested credit since the $100 million cap will only <strong>be reduced by 57%</strong> of the credit allocated to the buyer. The amounts do not reflect actual amounts which will be allocated. These estimates will be updated each Thursday until we are sure that we have received more than enough applications to allocate the full $100 million. Once we determine that we have received sufficient applications to allocate the full $100 million, we will stop accepting applications for the First-Time Buyer Credit. Estimates for the New Home Credit will be provided once our computer system is completed.</p>

			<content:encoded><![CDATA[<p>California has a new tax credit starting on May 1st 2010.  Below are some details.  Keep in mind there is $100 million allocated to each credit&#8230;it is a first come, first serve system and last year&#8217;s tax credit for new homes ran out 8 months sooner than the expiration of the credit.  </p>
<p>-Provides a 5% tax credit, up to a $10,000 limit, to all buyers of new, never-occupied homes&#8230;investor buyers not included.<br />
-Provides a 5% tax credit, up to a $10,000 limit, to first-time buyers of existing homes.<br />
-Sets aside $100 million for each program, for a total of $200 million.  First come, first serve basis&#8230;you need to get your application in for the credit before the funds run out.<br />
-Requires buyers to close escrow between May 1 and Dec. 31 to qualify. New-home buyers have until Dec. 31 to sign a purchase contract, then must close escrow by Aug. 16, 2011.<br />
-Requires buyers to live in the home for at least two years.  Former credit was 3 years.<br />
-Provides for the tax credit to be paid in thirds over a three-year period.  Former credit paid in full in year 1.<br />
-Sets no income limitations on buyers.  Former credit had income limitations.<br />
-Requires buyers to repay the tax if they fail to live in the home for two years or fail to close escrow on a new home by Aug. 16, 2011.</p>

			<content:encoded><![CDATA[<p>It looks like the governor is about to sign a California tax credit that applies to both first time home buyers on re-sale homes and any type of occupying buyer on a newly constructed home.  The $10,000 credit starts for any closings on May 1st through the end of the year.  The $10k is spread across 3 years but you have to have the home as your primary residence for the whole time.  There is a slim chance for a double dip of the state and federal credits; here is how it would work:</p>
<p>If you put a home under contract in April and closed in May, you could potential qualify for:</p>
<p>$8,000 Federal credit&#8230;needs to be under contract by the end of April 30th<br />
$10,000 State credit&#8230;needs to close after May 1st</p>

<p>Click here- stats are out for 2009 and it was a big year for distressed properties- short sales and REO&#8217;s aka bank owned homes.  50% of all transactions were from these two types of sales- that&#8217;s up from 38% in 2008.</a href></p>
<p>For San Diego, it is very area specific&#8230;any community built between 2002-2006 usually has a very high default rate.  It is simply a matter of timing&#8230;these buyers had the risky loans, little money down and were caught towards the top of the market.  Very few owners were able to &#8220;ride things out&#8221; because they had no equity in their home and didn&#8217;t want to continue paying towards an asset that was 30-40% off the original value they paid (even if they were still employed and could afford the monthly payments).</p>
<p>You can also find REO&#8217;s and short sales in older, more established communities but these are also the areas where some normal sellers might be on the market because they have owned their home long enough that they aren&#8217;t affected by the events of the early 2000&#8242;s.</p>
<p>The reality is anybody selling today is a distressed sale- even if they aren&#8217;t a short sale or an REO.  The market is at a low point, so if you have the option to continue to own, that would be the better long-term financial decision.  </p>
<p>This article has 50% of all sales coming from distressed sellers in 2009 but the real number would be how many of the other 50% were &#8220;forced&#8221; to sell even if they didn&#8217;t fall into the the short sale or REO category?</p>
